The 20 year-old becomes the club’s fifth official summer acquisition, and Atletico’s second signing in the space of three days after they confirmed the arrival of defender Stefan Savic from Fiorentina on Monday.
He will immediately be loaned to La Liga neighbours Getafe for the upcoming campaign.
Mensah is known for his speed and driving with the ball and at 20 he has already had his debut with the Black stars.
Mensah made 30 appearances for Portuguese club Guimaraes last season, scoring five goals.
