AG’s Report: NSA misapplied GH₵ 380,000

The management of the National Sports Authority [NSA] misapplied GHS 380,000 from a donation of GH₵ 3,090,380 from AngloGold Ashanti meant for the construction of multi-purpose courts and administrative expenses according to Audito-General’s [AG] Report.

The report goes on to indicate various payments which were done above the certified amounts and other payments not having payment vouchers to confirm transactions.

GH₵ 78,241.11 was paid in excess of the specified amount to four contractors who were handling the construction of the multi-purpose courts.

Another GH₵ 20,000 was withdrawn from the Sports Authority’s account with no records of payment on a payment voucher or in the cash book. Records of other payments worth GH₵ 79, 149 were not made available for examination with the report indicating:

“We recommend that management makes effort to submit the payment vouchers for our examination or the amount be recovered from the authorizing and approving officers.”

Additional information from the Daily Graphic says a budget of GH₵ 75, 364 was submitted to the Ministry of Youth and Sports by NSA for the organization of the Maria Tsako National Junior Championship in Tamale from March 15, 2012 to March 18, 2018 was in excess of GH₵ 25,160.

The excess money which was not approved by the ministry is contravention of Regulation 39 of the Financial Administration Act.

The Auditor-General’s Report also reveals how GH₵ 3.5 million was withdrawn from the sponsorship account of the National Sports Authority on three diferent occasion in the year 2014.

The report indicates the amount was invested, yielded GH₵ 36,479.45 and returned several months later without explanations.

Institutions under the Ministry of Youth and Sports are reported to have recorded GH₵ 4,136,742 in financial irregularities for the year 2014.
